Council OKs request for Specific Use Permit for RVs

Developers plan to eventually build townhomes on site

Thomas and Gina Boling of Edmond have plans to build a townhome project on property formerly an RV park they purchased recently at 305 JC Watts Jr. Ave.

For more than 20 years the property was zoned for recreational vehicles, until it was rezoned a couple of years ago for multi-family dwellings.

The Bolings bought the RV park previously owned by Jerry and Delores Raeder. According to City Manager Jeb Jones, in order to continue operating the property as an RV park the Boling’s must obtain their own Specific Use Permit. They intend to temporarily use it as an RV park, while designing a complex for townhomes which they intend to build in the future.

The Bolings requested the City Council Monday night for a Specific Use Permit so they can again, temporarily, use the site for recreational vehicles until they get their project underway.

Their plans are to construct 12 townhomes on the site, which is the property north of J.C. Watts, South of McKinley, east of G Street and west of H Street.

“We won’t get rich from the RV rentals,” Thomas Boling told the council. “This is mainly to help pay for the taxes. It will take time to get (the townhome project) lined up.”

City Councilman James Hickman asked Boling how long before he starts the project.

“Anywhere from a year to a year and eight months,” Boling said.

Hickman was concerned about approving a Specific Use Permit for RV usage when the council only recently approved the change from RV zoning to Multi-Family Dwelling zoning.

However, the Council voted unanimously to approve the application by the Bolings for a Specific Use Permit.

In other business, the Council approved amending a city ordinance dealing with child restraints in vehicles.

City Code Chapter 7, Section 15-741, Mandatory Child Passenger Restraint System does not conform to current state statutes.

Jones said as the result of a traffic stop and a subsequent municipal hearing for violation of the City of Eufaula Seatbelt Ordinance, it was determined that the Eufaula Municipal Ordinance required being brought up to date with the current state statute.

City Manager updates The pad for the new fire station and the red iron frame of the building have been completed. Construction of the building is estimated to begin in about 60 days.

Bids for a bathroom at the city’s new splash bid are to be opened on Dec. 13. If the bids are acceptable, they will be submitted to the Council for approval.

“If the bids aren’t acceptable, we will do the project in house,” Jones said.

Also, the roof of the city hall has been replaced.

“We are currently waiting for the installation of the metal parapet cap and guttering on the east side of the building,” Jones reports. “Cunningham Construction has met with his plumber to lay out the plumbing rough-in and has plans to complete the plumbing in the first week of December if all goes to plan.”
